New National Hospital

 

The overall objective of the project, in part, is to improve the overall access and quality of health services available at hospital level to the rural population for promotion of good health for enhancement of productivity, employability and for ensuring sustainable livelihoods.

DESCRIPTION OF THE PROJECT

The works comprise the construction of the 130-bed, 13,000 sq.m. New National Hospital which incorporates a number of departments that include A&E, Outpatients, Acute General Wards, Operating Theatres, Radiography, Intensive Care, Special and associated support facilities. The proposed hospital is predominantly a two-storey reinforced concrete structure with a partial lower ground floor level at the western end of the building. External walls are reinforced concrete or single skin concrete blockwork, externally and internally rendered. The building has a pitched sheet metal roof and sun shading. Elevators and a central ramp provide vertical circulation and movement. The building shall be finished for fitting out and the work includes all M&E service provisions. External works comprise retaining walls, landscaping, car parking and vehicular/pedestrian access.

EXECUTING AGENCY

Ministry of Health, Wellness, Family Affairs, National Mobilization and gender Relation is responsible for the day-to-day administration and overall supervision of the project.

APPROVAL DATE

Government of Saint Lucia and the European Commission on July 31, 2002 signed the Country Support Strategy (9th EDF NIP) for St. Lucia which speaks to the provision of funding for the New National Hospital. The remaining funds have been identified from other EU sources including the 7th and 8th EDF NIP and the existing balances under various STABEX transfers from application year 98/99/00. The Works Contract was awarded to INSO SISTEMI PER LE INFRASTRUTTURE COCIALI S.p.A (INSO S.p.A), Viale G. Mazzini 35-50132, Florence, Italy and was signed on January 12, 2009. The Supervision of the Works Contract for the New National Hospital in St. Lucia was awarded to Sir Frederick Snow and Partners Limited, 17 Lansdowne Road, Croydon, UK and was signed January 12, 2009.

COMPLETION DATE

The project duration is 33 months and is due to be completed by December 2011.

BUDGETED COST

The Contract award cost of the works component of the project (excluding VAT/other taxes) is EURO 36,566,305.16. The Contract award cost of the supervision of the works (excluding VAT/other taxes) is EURO 1,136,875.00. These amounts will be financed from resources from the 9 ACP SLU 004, 005 & 9 ACP RPR 146 STABEX/14/98/SLU, 27/99/SLU, 23/REP.LIV 2nd Pr./SLU
