REQUEST FOR EXPRESSIONS OF INTEREST
The Government of Saint Lucia (GOSL) allocates funding on an annual basis to facilitate the
implementation of projects/programs in the agriculture sector geared towards enhancing the food
and nutrition security of the country. Funding is sourced from local revenues as well as from
external partners in the form of grants, loans and technical assistance. These funds are often
directed towards advancement of food security, improved diversification of exports, enhanced
livelihood security and a reduction of vulnerability to climate change, through a focus on tree
crops. The resources provided must be utilized within the allocated period and in accordance with
the project scope and budget, in keeping with the Finance Act and Procurement
Guidelines/Regulations of the Government of Saint Lucia
The Ministry of Agriculture, Fisheries Food Security and Rural Development, the Executing
Agency, now wishes to procure consultancy services for the position of Project Manager
The objective of the consultancy is to provide the relevant project management services to
successfully implement the “Improved Food Security, Diversification of Exports, Livelihood
Security and Resilience to Climate Change, Through Tree Crop Expansion and Rehabilitation”
project. The consultant must exercise prudent and expert control over the human, technical and
financial resources allocated.
The Ministry of Agriculture, Fisheries, Food Security and Rural Development now invites interested
and eligible individual consultants to submit Expressions of Interest indicating relevant
qualifications and experience as stipulated in the Scope of Works contained in the attached Terms of
Reference.
Electronic copies of the Expressions of Interest must be sent via e-mail to the address below, no
later than 4:00 p.m. (A.S.T.) May 17, 2024. Submissions shall include a cover page displaying the
name and address of the applicant and the subject line shall be clearly marked “Expression of
Interest – Consultancy Services for “Special Projects Coordinator”.
Following the assessment of submissions, the most technically capable and appropriately
experienced applicant will be invited to negotiate a contract to provide the consultancy services.
GOSL reserves the right to accept or reject late applications or to cancel the present invitation
partially or in its entirety. It will not be bound to assign any reason for not shortlisting any
applicant and will not defray any costs incurred by any applicant in the preparation and submission
of Expressions of Interest.
