GOVERNMENT OF SAINT LUCIA LAUNCHES A COMPREHENSIVE NATIONAL
CONSULTATION FOR THE DEVELOPMENT OF THE NATIONAL DEVELOPMENT
PLAN (2026–2040) AND MEDIUM-TERM DEVELOPMENT STRATEGY (2026–2030)

CASTRIES, Saint Lucia – The Government of Saint Lucia, via the Ministry of Economic
Development and Youth Economy, has launched a comprehensive national consultation aimed at
assessing the current state of the economy and identifying a strategic way forward for key sectors.
This initiative, titled “Situational and Gap Analysis of Key Sectors of the Economy,” will
inform the development of Saint Lucia’s Medium-Term Development Strategy (MTDS) 2026–
2030 and the country’s first National Development Plan (NDP) 2026–2040.

The project, which commenced on December 1, 2025, provides a critical opportunity for citizens
and stakeholders to actively contribute to shaping national development priorities. The consultancy
is being led by renowned development expert Dr. Auliana Poon of Leve Global and will examine
key sectors including tourism, agriculture, infrastructure, education, health, sustainable
development, citizen security, and others topics vital to national growth.

“The Government of Saint Lucia recognizes the importance of a participatory process in charting
the way forward for our first National Development Plan and third Medium-Term Development
Strategy,” said Charlin Louisy Regis, Chief Economist in the Department of Economic
Development. “This evidence-based approach is expected to reflect the needs, challenges, and aspirations of our people, resulting in a more inclusive and sustainable framework to guide national
development.”

The consultations will commence from February 24 to 27, 2026 with the public sector, statutory
bodies, NGOs and Civil Society Organizations. The public will also afforded an opportunity to
provide their input through town hall meetings which are expected to occur, later in the year.
Stakeholders will be engaged through a range of consultation mechanisms, including one-on-one
interviews, focus group discussions, and an online survey accessible to all Saint Lucians.
Additional opportunities will be provided for stakeholders to review and validate the findings of
the analysis.

“The Government of Saint Lucia remains committed to an inclusive and participatory
development planning that places people at the center of decision-making. This national
consultation represents a significant investment in understanding the country’s current realities
and charting a clear and strategic path toward a more prosperous and sustainable future for all
Saint Lucians.” Regis added.
