Assignment Title: Consultancy to Conduct National Health Accounts and to Institutionalize the National Health Accounts Function

The Government of Saint Lucia (GOSL) has received financing from the World Bank toward the cost of the Health System Strengthening Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include a) the Development of a Framework of the National Health Accounts; b) Development of an Overall Data Collection Strategy and Data Collection; c) Analysis and Presentation of Data; d) Institutionalization of the National Health Accounts and e) capacity including training of Trainers to conduct of National Health Accounts and general training to other stakeholders to sensitize in the use of National Health Accounts. The consultancy will be conducted over a period of eleven (11) months. The Department of Health and Wellness now invites eligible consulting firm (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services; (Brochures, description of similar assignments, experience in similar conditions, availability appropriate skills among staff, please note that the individual experts’ bio data in not required.)
The selection criteria are:
The firm should be registered. (Certificate of incorporation/registration to be submitted)
The firm should propose a multi-disciplinary group of experts comprising Statistical Expertise, Economics, Health Economics, Quantitative research design with relevant demonstrable expertise in conducting National Health Accounts.
Minimum Required Qualification
Experience
A minimum of 10 years progressively responsible professional work experience in public sector governance and public finance management
A minimum of 7 years demonstrated international experience in developing National Health Accounts
Proven experience in conducting surveys and in data collection
Working experience in data analysis in developing countries particularly the health sector
Regional Experience especially in data challenged countries would be a plus.
Proven writing and editing skills, with a strong command of English and ability to convey complex ideas in a creative, clear and direct style
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
Associations should clearly indicate the form of the association (Joint-venture or sub-consultancy. For Joint ventures clearly indicate the member in charge; other member/s and sub-consultancy. Joint-venture shall submit with the Expressions of Interest letters of intent indicating their intent to form a joint venture if awarded the contract and shall provide the above-mentioned information for each member of the joint venture. Sub-Consultants qualifications and experience are not evaluated as part of the evaluation of Expressions of Interest.
A Consultant will be selected in accordance with the Consultants Qualification Selection method set out in the Procurement Regulations.
