Assignment Title: Consultancy Services CIVIL WORKS MANAGER

Saint Lucia has received financing from the World Bank towards the Disaster Vulnerability Reduction Project (DVRP) and intends to apply part of the proceeds for consulting services for hiring of a Civil Works Manager

The consulting services (“the Services”) include providing construction management, environmental management and oversight and technical services to the Department of Economic Development Transport and Civil Aviation (DEDTCA) with review of designs and technical information, supervision to ensure the compliance et quality of the works, contract management services and development of implementation plans for guidance to the staff of the Department of Infrastructure, Ports and Energy (DIPE) and the Project Manager, DVRP. The consultant shall ensure that the activities are implemented according to the approved designs, approved contract sums, and time frames as contracted and are in compliance with the environmental safeguards policies of the World Bank. Given the prevalence of slope stabilization/structural / reconstruction of major public facilities identified provide technical expertise in the related technical areas such as Geotechnical/Structural Engineering/Mechanical and Electrical engineering.  The Consultant will also be responsible for planning, review and enhancing of design, construction supervision, and monitoring of all works contracts for compliance.

The Department of Economic Development, Transport and Civil Aviation now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services; (Curriculum Vitae, description of similar assignments, experience in similar conditions, clients’ references etc). Interested Consultants should have the following requisite minimum qualifications and professional experiences listed below for undertaking the assignment.

 Academic: 

    1. Master’s degree in Civil Engineering, Construction Management, Structural Engineering, Environmental Engineering, with a minimum of five years’ experience in construction and contract management of civil, structural, mechanical, electrical engineering projects of building construction, road work, drainage and slope stabilization projects or
    2. a Bachelor’s Degree or equivalent in Civil Engineering, Construction Management Structural Engineering, Environmental Engineering with a minimum of ten years’ experience in construction and contract management of civil, structural, mechanical, electrical engineering projects of building construction, road work, drainage and slope stabilization projects

Experience: 

Specific experience with procurement procedures of multilateral lending agencies is an asset.

Knowledge of the public service operations

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers; January 2011-Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultants (IC) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 Revised July 2014 (“Consultant Guidelines”).
