Contract Title: Supply and Installation of Baggage Carousel and Related Training

1. Saint Lucia has received financing from the World Bank toward the cost of the OECS Regional Tourism Competitiveness Project and intends to apply part of the proceeds toward payments under the contract for the Supply and Installation of Baggage Carousel and related training.


2. The Department of Economic Development, Transport and Civil Aviation now invites sealed bids from eligible bidders for the delivery and installation of a Baggage Carousel and delivery of training, as specified below.

3. Bidding will be conducted through National Competitive Bidding (NCB) procedures as specified in the
World Bank’s Guidelines: Procurement of Goods, Works and NonConsulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011 (and revised July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.


4. Interested eligible bidders may obtain further information from the
Project Coordinator, Project Coordination Unit, Department of Economic Development Transport & Civil Aviation, 2nd Floor Finance Administrative Centre, Pointe Seraphine, Castries, Saint Lucia, email ortcpslu@govt.lc during office hours 0900 hours (9:00am) to 1500 hours (3:00 pm) daily from Monday to Friday at the address given below (*) from May 28, 2020.


5. A complete set of bidding documents in English may be obtained by interested eligible bidders upon the submission of a written application to the address below (*). An electronic copy of the document will be sent to all bidders.


6. Bids must be delivered to the address below (**) on or before
July 8, 2020 at 9:30 a.m. (0930 hours). Electronic bidding will be permitted. Late bids will be rejected.


7. Bidders
shall have the option of submitting their bids electronically. The electronic bidding submission procedures shall be:

  • Bidders must make submissions to saintluciactbprocurement@govt.lc
  • Bids submitted must be in the form of an encrypted or password-protected document.
  • In case of encrypted bids, the bidder should indicate that the Chairperson of the Central Tenders Board may open the bid and the "password key" for opening the bid. Bids cannot be opened before the time of bid submission and opening.
  • The password key for password-protected bids must be sent within one (1) hour after the bid submission deadline to saintluciactbprocurement@govt.lc
  • Submissions must be made via PDF formats only and submitted as one
    document with a size limit of 25MB.
  • The bidders must check Inbox and SPAM folders for the receipt of electronic bidding documents and any related communication from the procuring entity.
  • Original documents may be requested as part of the evaluation process and will be verified by the procuring entity before the signing of the contract.
  • Confirmed receipt of Bids will be sent from saintluciactbprocurement@govt.lc
