Assignment Title: Enhancement of Saint Lucia’s Environmental Health Information
                          System (EHIS): System Debugging and Integration of a COVID-19
                          Surveillance Digital Data Package

Saint Lucia has received financing from the World Bank towards the cost of the Disaster
Vulnerability Reduction Project (DVRP) and intends to apply part of the proceeds to hire a
Consultant to provide services to towards enhancing the Environmental Health Information
System (EHIS).

The overall objectives of this consultancy are to support Saint Lucia’s national response to the
COVID-19 Pandemic by integrating the full District Health Information Software (DHIS2)
COVID-19 Surveillance Digital Data Package into the existing EHIS.

The consulting services (“the Services”) include:

a) Assessment of the Existing Bugs and COVID-19 Surveillance Needs
b) Updating of the existing DHIS2 software and repository that underpin the EHIS to make it
compatible with the latest release,
c) debugging the existing Food Safety and Water Quality modules of the EHIS, and
d) Integrating the full DHIS2 COVID-19 Surveillance Digital Data Package into the EHIS

The Department of Economic Development, Transport and Civil Aviation now invites eligible
individual consultants (“Consultants”) to indicate their interest in providing the Services.
Interested Individual Consultants should provide information demonstrating that they have the
required qualifications and relevant experience to perform the Services; (Curriculum Vitae,
description of similar assignments, etc). Interested Consultants should have the following
requisite minimum qualifications and professional experiences listed below for undertaking the
assignment.

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS for Selection of an Individual
Consultant are:

Minimum Required Education and Experience

Academic
 • Bachelor's degree in Computer Science or a similar field

Experience and Skills

General professional experience applicable to Systems Development:
 • Current practitioner in the DHIS2 platform is required
 • Knowledge and experience in gathering user requirements for system development is
    required
Specific professional experience:
 • Minimum of five (5) years’ experience and expert knowledge in:
   ° Java development (Java/J2EE)
   ° Javascript frameworks (any of React, Angular, Prototype or similar).
   ° Java enterprise frameworks such as Spring and Hibernate
   ° Web and mobile technologies (PHP, HTML5, CSS, Servlets, JSP, jQuery,)
   ° Design and development of Web APIs, in particular REST Web APIs and JSON
   ° Open source development IDEs such as Eclipse
   ° Advanced relational database design, management and configuration. Experience in
     PostgreSQL would be an advantage
   ° Data replication techniques using database management systems;
   ° SQL and ORM tools (Hibernate)
   ° Linux, UNIX and Scripting
   ° Test-driven development with mock objects / unit tests or other testing framework;
   ° Reporting engines such as BIRT, Jasper Reports or Crystal;

Knowledge, Skills and Abilities Requirements

Additional knowledge, skills and abilities that will be required of successful candidates include:

 ° the ability to work effectively and efficiently with stakeholders
 ° strong time management skills and demonstrated ability to meet project deadlines
 ° excellent analytical skills
 ° excellent verbal and written communication skills in English
 ° excellent work ethic, including being self-driven, innovative, resourceful and
    having a high level of integrity

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines:
Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World
Bank Borrowers January 2011 Revised July 2014 (“Consultant Guidelines”), setting forth the
World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultants (IC) method set out in
the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and

IDA Credits & Grants by World Bank Borrowers January 2011 Revised July 2014 (“Consultant
Guidelines”).
