Assignment Title: Enhancement of Saint Lucia’s Environmental Health Information System (EHIS) Phase 2: Optimal System Design and Module
Requirements for the EHIS

Saint Lucia has received financing from the World Bank towards the cost of the Disaster
Vulnerability Reduction Project (DVRP) and intends to apply part of the proceeds to hire a
Consultant to provide services to towards enhancing the Environmental Health Information
System (EHIS).
The overall objective of this consultancy is to develop the optimal system design and write the
requirements for all system modules to guide the future development of Saint Lucia’s
Environmental Health Information System (EHIS) in a manner that conforms to the current
legislative and institutional environment, facilitates data sharing and better supports statistical,
geospatial and epidemiological analyses.
The consulting services (“the Services”) include:
(i) Conduct a comprehensive assessment of the needs of the EHIS in order to:
a) fully support the expanded environmental health programmatic areas based on the
new Public Health Act,
b) integrate the EHIS and SLUHIS to facilitate data sharing,
c) facilitate linkages between the EHIS and information systems/databases managed
by external agencies and,
d) increase user friendliness and
e) better support statistical, geospatial and epidemiological analyses
(ii) Assess identified needs against the existing and proposed EHIS modules, and based
on this assessment, developing the optimal system design for the EHIS and a full set
of requirements for all system modules defined to meet the needs.

The Department of Economic Development, Transport and Civil Aviation now invites eligible
consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested
Consultants should provide information demonstrating that they have the required qualifications
and relevant experience to perform the Services; (brochures, description of similar assignments,
experience in similar conditions, availability appropriate skills among staff, (please note that the
individual experts’ bio data is not required.)
The selection criteria are:
1. At least 10 years of experience in software engineering for health applications (40 points)
2. Successfully completed at least one similar assignment during the past 10-15 years; that
is development of requirements for an Environmental Health Information System using
the DHIS2 platform (60 points)
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines:
Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World
Bank Borrowers dated January 2011 Revised July 2014 (“Consultant Guidelines”), setting forth
the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to
enhance their qualifications.
The associations should clearly indicate the form of the association (Joint-venture or sub-
consultancy; member in charge; other member/s and or sub-consultants). Joint ventures
shall submit letters of intent indicating their intent to form a joint venture if awarded the
contract and shall provide the above-mentioned information for each member of the joint
venture. For joint ventures the experience and qualifications of all the firms intending to
form the joint venture are assessed. For a sub consultancy, only the lead firm’s experience
and qualifications are assessed.
A Consultant will be selected in accordance with Selection Based on the Consultants’
Qualifications (CQS) method set out in the World Bank Guidelines: Selection and Employment of
Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated
January 2011 Revised July 2014 (“Consultant Guidelines”).
