  1. Saint Lucia has received financing from the World Bank towards the cost of Disaster Vulnerability Reduction Project and intends to apply part of the proceeds toward payments under the contract for Procurement of Equipment for Institutional Strengthening of Materials Laboratory (DIPE).
  1. The Department of Economic Development, Transport and Civil Aviation now invites sealed bids from eligible bidders for supply of Equipment for Institutional Strengthening of Materials Laboratory (DIPE) comprising of the following

The goods are to be delivered to the Materials Laboratory, Department of Infrastructure, Ports and Energy, Union, Castries, Saint Lucia within eight (8) weeks of contract notification. 

  1. Bidding will be conducted through the National Competitive Bidding procedure as specified in the World Bank’s Guidelines : procurement of goods, works and non-consulting services under IBRD loans and IDA credits and grants by World Bank borrowers / Procurement under IRBD Loans and IDA Credits January 2011 revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

 

  1. Interested eligible bidders may obtain further information from the Project Coordination Unit, Department of Economic Development , Transport & Civil Aviation and inspect the bidding documents during office hours 0900 hours (9:00 a.m.) to 1600 hours (4:00 p.m.) at the address given below *.

 

  1. A complete set of bidding documents in english may be purchased by interested eligible bidders upon the submission of a written application to the address be;low and upon payment of the non-refundable fee of Esstern Caribbean one hundred dollars (XCD 100.00). The method of payment will be by certified cheque, or telegraphic Bank transfer to bank of Saint Lucia (Account # 901367740, Swift Code: bosllclc) payable to Disaster Vulnerability Reduction Project. The document will be sent by Courier to bidders overseas.

 

  1. Bids must be delivered to the address below ** on or before October 14, 2020 at 9:30 am. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below *** on October 14, 2020 at 10:00 a.m.

 

  1. All bids must be accompanied by a Bid-Securing Declaration.
