Assignment Title: Consulting Services - Project Manager

Saint Lucia has received financing from the World Bank towards the cost of the OECS Regional Tourism Competitiveness Project and intends to apply part of the proceeds to hire an individual consultant to serve as Project Manager to the Project.

The consulting services (“the Services”) include providing full time services with overall and day-today management and coordination of the project activities. The Project Manager will also be responsible to undertake the following:

  • Lead on all project activities for timely implementation of project activities;
  • Maintenance and regular updating of the project implementation manual;
  • Maintenance and updating of all project plans and sub plans required for implementation of the project;
  • Monitor project performance and carry out contract administration and management responsibilities;
  • Monitor and update the Monitoring and Evaluation Framework for the Project; and
  • Work with the GIS Unit for visibility of the Project.

The Project Manager will be engaged on a full-time basis and is expected to commence the assignment on August 12, 2021 for a period of one year in the first instance; renewable annually subject to satisfactory performance.

The Department of Economic Development, Transport and Civil Aviation now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services; (Curriculum Vitae with supporting certified copies of qualifications, description of similar assignments, etc.).

Interested Consultants should have the following requisite minimum qualifications and professional experiences listed below for undertaking the assignment.

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS FOR SELECTION OF AN INDIVIDUAL CONSULTANT ARE:

Academic:

  • Masters’ degree in Management and Tour Development or related Social Sciences (tourism development, tourism, management or economics) or related discipline with at least three (3) years of relevant professional experience; or
  • Bachelors’ degree in either Tourism Management, Economics, Project Management or related Social Sciences (tourism development, tourism, management or sociology,) or related discipline with at least four (4) years of relevant professional experience;

Professional experience includes:

  • Tourism sector development, planning, and/or policy;
  • Strategy development and implementation at the regional, national or subnational level;
  • Support for tourism-linked public sector investments at the national or subnational;
  • Advising or working directly with the public and private sector in tourism development and/or investments; and
  • Proven track record of project management and project team experience working with government.

Experience:

  • Demonstrated experience of a minimum of three (3) years in the Project planning, tourism performance management or project implementation;
  • Experience in presentation to policy makers on tourism performance and tourism policy;
  • Demonstrated experience in tourism planning and management; and
  • Demonstrated experience with management of multidisciplinary programs.

Bank Borrowers January 2011 Revised July 2014 (“Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultants (IC) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and
IDA Credits & Grants by World Bank Borrowers January 2011 Revised July 2014 (“Consultant Guidelines”).
