Assignment Title: FINANCE MANAGER (FM)

The consulting services (“the Services”) is responsible for the development, maintenance and management of the financial management system to enable the Government of Saint Lucia to meets its financial obligations under the financing agreements and to ensure that the Department of Economic Development, and other implementing agencies meet the obligations under the Finance Act. Specifically, the Finance Manager is responsible for the financial management planning, financial management administration, monitoring and evaluation and reporting and supervision of the financial management team. The assignment is on a full-time basis and is expected to start April 1, 2022 and extend through June 30, 2023.

The Department of Economic Development, Transport and Civil Aviation now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services; (Curriculum Vitae with supporting certified copies of qualifications, description of similar assignments, etc).
Interested Consultants should have the following requisite minimum qualifications and professional experiences listed below for undertaking the assignment.
QUALIFICATIONS AND EXPERIENCE REQUIREMENTS for Selection of an Individual Consultant are:

Education and Experience
Professional qualification such as ACCA, CPA, CGA or equivalent and at least a Bachelor’s degree in Accounting or related field from a reputable University with a Minimum of 3 years' experience in the field of accounting or auditing, with at least 2 years at a supervisory level.
or
Master’s Degree in Accounting or related field from a reputable University. with a minimum of 3 years' experience in the field of accounting or auditing, with at least 3 years at a supervisory level.
or
Bachelors Degree in Accounting or related field from a reputable University. with a minimum of 5 years' experience in the field of accounting or auditing, with at least 3 years at a supervisory level.
or
Has held a Grade 16 position or above in the Accounting Stream of Government with at least 3 years at a supervisory level.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 Revised July 2014 (“ Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants (IC) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 Revised July 2014 (“Consultant Guidelines”).
