Assignment Title: CLIMATE CHANGE COORDINATOR

Saint Lucia has received financing from the World Bank towards the cost of the Disaster Vulnerability Reduction Project (DVRP) therefore the Department of Economic Development seeks to engage the services of a Climate Change Coordinator to enhance the capacity of implementing agencies to effectively execute Project activities.

The Climate Change Coordinator is to ensure that climate change adaptation and resilience are mainstreamed in project activities as well as support the Department of Economic Development in strengthening its technical capacity for effective implementation, monitoring and evaluation of the DVRP.

The consulting services (“the Services”) entails coordination of project portfolio activities, monitoring of project activities, providing support to St Lucia Development Bank with implementation of the Climate Change Adaptation Facility (CAFF) and   assisting with mainstreaming of climate change adaptation and Disaster Risk Measures (DRM) measures within the National Budget Process.  The assignment is on a full-time basis and is expected to start April 1, 2022 and extend through June 30, 2023.

The Department of Economic Development now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services; (Curriculum Vitae with supporting certified copies of qualifications, description of similar assignments, etc).

Interested Consultants should have the following requisite minimum qualifications and professional experiences listed below for undertaking the assignment.

 

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS for Selection of an Individual Consultant are:

Minimum required education and experience

 

  1. At least a Master’s Degree in Climate Change, or Climate Change and Development, or Environment and Climate Change or Natural Resource Management, with a minimum of 5 years’ working experience in climate change, disaster management or related fields.

  3. A Bachelor of Science Degree in the above areas, with a minimum of 7 years’ working experience in climate change, disaster management or related fields.

  5. Professional Certification in Project Management

 

  1. Competence, Knowledge, Skills, and Abilities

 

Additional knowledge, skills and abilities sought include:

 

  1. Working knowledge of the public and private sector, preferably, direct working experience with government, community-level interests, resource users and community groups, private sector and international organizations.
  2. Experience in project review and project systems development.
  3. Ability to communicate effectively in written and oral formats and to prepare reports; including ability to communicate accurate information concerning processes, policies and procedures to diverse project stakeholders.
  4. Strong leadership capabilities and a demonstrated record of successful leadership of multi-disciplinary teams.
  5. Strong awareness of particular needs of vulnerable groups which include women, youth, elderly and persons with disabilities as well as the socio-economically and geographically marginalized.
  6. Knowledge of World Bank procurement and financial management guidelines.
  7. Functionally computer literate, possessing operational skills in word-processing and spreadsheet application, including software programs such as Word, Excel, PowerPoint, Microsoft Project.
  8. Appropriate involvement and/or experience in similar projects in Saint Lucia or locations with similar development (or climate vulnerability) challenges.
  9. Experience working in developing countries in general and in the Caribbean Region in particular, is an asset.
  10. Experience in the development and implementation of stakeholder engagement strategies.
  11. Ability to handle diverse stakeholders tactfully, courteously and diplomatically.
  12. Must be of high integrity, transparent, and accountable.
  13. Ability to establish and maintain effective working relationships with relevant agencies and bodies involved in the implementation of the project.
  14. Maintain integrity and confidentiality in the discharge of services and of all documents and information made available in the discharge of these services.

A Consultant will be selected in accordance with the Individual Consultants (IC) method set out in the World Bank’s   Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 Revised July 2014 (“Consultant Guidelines”).
