Assignment Title: Consulting Services - SUPERVISION FOR THE CONSTRUCTION
OF THE GROS-ISLET BEACH PARK

Saint Lucia has received financing from the World Bank towards the cost of the OECS Regional
Tourism Competitiveness Project and intends to apply part of the proceeds to hire an individual
consultant for supervision of the construction of the Gros Islet Beach Park.
The consulting services (“the Services”) include the engagement of an experienced individual to
to provide contract management and supervision services during the construction of the Gros-Islet
Entertainment Beach Park, to ensure compliance of the executed works to the contract documents,
certify claims against works executed, and to review the quality of the executed works. Supervision
services will be undertaken during the Construction Period and Quality Assurance checks during
the Defects Liability Period. The consultancy services for the whole works are required for an
estimated period of 5 man-months over a period of 20 calendar months. The defects liability period
is twelve (12) months, commencing from the date of issuance of the completion certificate and as
such the Consultant shall be required to participate in the periodic inspection of works along with
the contractor and the Client. The Consultant shall make provision for services of approximately
one (1) man-month during the defects liability period.

The Ministry of Tourism, Information and Broadcasting, Culture and Creative Industries now
invites eligible individual consultants (“Consultants”) to indicate their interest in providing the
Services. Interested Individual Consultants should provide information demonstrating that they
have the required qualifications and relevant experience to perform the Services; (Curriculum
Vitae with supporting certified copies of qualifications, description of similar assignments, etc.).
Interested Consultants should have the following requisite minimum qualifications and
professional experiences listed below for undertaking the assignment.

Academic:
General Experience:
At least eight (8) years’ experience in contract administration management and supervision of civil

works contracts involving the construction of works related to buildings such as a reinforced
concrete and structural steel buildings and other complex concrete type building structures.
Specific Experience:
At least two (2) successfully completed contracts during the past ten (10) years which entailed
contract administration and supervision of construction of multi-use Commercial Facilities.

Bank Borrowers January 2011 Revised July 2014 (“Guidelines”), setting forth the World Bank’s
policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants (IC) method set out
in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and
IDA Credits & Grants by World Bank Borrowers January 2011 Revised July 2014 (“Consultant
Guidelines”).
