Assignment Title: Consulting Services - Communications and Public Awareness Assistant

Saint Lucia has received financing from the World Bank toward the cost of OECS Regional Tourism Competitiveness Project (ORTCP) and intends to apply part of the proceeds to hiring of an individual consultant to serve as the Communications and Public Awareness Assistant.
The consulting services (“the Services”) include the following:
• Boost visibility of the work of the Ministry of Tourism, particularly activities implemented under the ORTCP;
• Raise awareness about project activities;
• Catalyze support for the project and encourage citizen participation;
• Maximize opportunities for visibility through the production and placement of multi-purpose media products;
• Ensure that all pertinent details regarding project activities are effectively communicated to relevant stakeholders; and
• Strategically disseminate communication products to reach the right people at the right time to achieve desired impact.
The Communications and Public Awareness Assistant will be engaged on a full-time basis and is expected to start on November 1, 2022 for a period of ten (10) months.

The Ministry of Tourism, Investment, Creative Industries, Culture and Information now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (Curriculum Vitae with supporting certified copies of certificates, reference letters to support experience and description of similar assignments, etc.)
Interested Consultants should have the following requisite minimum qualifications and professional experiences listed below for undertaking the assignment.
Qualification Requirements and Evaluation Performance Criteria
• At least a Bachelor’s degree in Mass Communications, Journalism, Marketing or other relevant qualification;
• At least two (2) years’ experience in Communications/Marketing and implementing media strategies/campaigns;
• Demonstrated experience in directing or producing photography, video production and editing;
• Demonstrated experience in preparing and disseminating promotional material including Newsletters; and
• Experience working with diverse stakeholders;
• Ability to conceptualize and produce advertisements for radio and television that appeal to broad and varied audiences, including experience in till photography; and audio production;
• Ability to convey messages in a format that is memorable, entertaining, easily comprehensible and impactful; and
• Overall competence regarding consistency in producing high-quality broadcast materials and designs and in collaborating with clients in a professional and timely manner.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 Revised July 2014 (“Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants (IC) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 Revised July 2014 (“Consultant Guidelines”).
