Assignment Title: Monitoring and Evaluation Consultant

Saint Lucia has received financing from the World Bank toward the cost of OECS Regional
Tourism Competitiveness Project (ORTCP) and intends to apply part of the proceeds to hire
an individual consultant to serve as a Monitoring and Evaluation Consultant.

The consulting services (“the Services”) include the engagement of a Monitoring and
Evaluation Consultant to develop a monitoring and evaluation mechanism which will
capture baseline information for three (3) critical project activity sites earmarked for
touristic development. The baseline information to be collected via a three-phase survey
implemented at each site is further expected to be analyzed against information gathered
from works completed, as evidence to support or further streamline policies, planning,
investment and marketing strategies for sustainable tourism. The assignment will involve
the following:

• Conduct High Level Consultations;
• Develop a three-phase survey methodology;
• Prepare final survey instruments to run the survey effectively;
• Develop and implement open training for ICT partners, private sector participating
businesses and entrepreneurs in survey skills and data analysis processes;
• Administer the three-phase survey 3 times over a period of 12 months and
implement all survey processes including data collection, data processing and
cleaning, data analysis and report preparation; and
• Prepare reports with the results of the survey in line with Ministry of Tourism,
Investment, Creative Industries, Culture and Information (MoTICCI) and
Saint Lucia Tourism Authority (SLTA) needs and requests.

The Monitoring and Evaluation Consultant will be engaged cover a period of twelve (12)
months and is expected to start on December 1, 2022.

The Ministry of Tourism, Investment, Creative Industries, Culture and Information now
invites eligible individual consultants (“Consultants”) to indicate their interest in providing
the Services. Interested Consultants should provide information demonstrating that they

have the required qualifications and relevant experience to perform the Services. (Curriculum
Vitae with supporting certified copies of qualifications, description of similar assignments,
etc.).

Interested Consultants should have the following requisite minimum qualifications and
professional experiences listed below for undertaking the assignment.

Qualifications for Selection
Bachelor’s Degree in Mathematics, Data Management, Research Methods, Project
Management or similar relevant qualification with at three (3) years proven practical
experience in project and program monitoring and evaluation,

or

Professional Certification in Data Management, Research Methods, Project Management
or similar relevant certification with at least five (5) years proven practical experience in
project and program monitoring and evaluation.

Criteria for Selection
The successful consultant should meet the following key qualification criteria:

a. Consultant has an established record of designing and conducting quantitative
research and primary data collection, with experience in implementing ongoing,
online surveys;
b. Consultant has an established record of managing and implementing projects
remotely with the public sector;
c. Consultant has experience in tourism research, small and microbusiness research,
quantitative research, project management;
d. Strong understanding of the TOR and practical approach proposed to meet TOR
requirements in a timely and cost-effective manner;
e. The consultant has strong references and proof of execution from similar projects;
and
f. The consultant is willing to work to build the capacity of local partners to deliver
visitor data solutions so the program management can be transitioned after one year.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s
Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits
& Grants by World Bank Borrowers January 2011 Revised July 2014 (“Guidelines”), setting
forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultants (IC) method set
out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD
Loans and IDA Credits & Grants by World Bank Borrowers (“Consultant Guidelines”).
