Assignment Title: Selection of an Individual Consultant to Provide Service as a  

                                Community Liaison Officer

Saint Lucia has received financing from the World Bank toward the cost of the Renewable Energy Sector Development Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include aiding the Project Implementing Unit (PIU) to manage community relations, including issues related to Gender Based Violence and Sexual Exploitation and Abuse during project implementation phase and to monitor and ensure that the socio-economic measures provided in the Environmental and Social Management Plan (ESMP) are properly implemented.

The Community Liaison Officer will be engaged on a full-time basis and is expected to commence service by March 2023.

The Department of Infrastructure, Ports and Transportation now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

 

1)  Academic Requirements

  • Holds at least a BSc in social sciences, development studies, community development, or other related discipline;

2)  Experience, Knowledge, Skills, and Abilities Requirements

Additionally, the successful candidate must have the following experience, knowledge, skills and abilities:

  • Have a minimum of five years’ professional experience encompassing working with diverse audiences in rural/urban communities in an outreach capacity, community development and social research using participatory approaches.
  • Demonstrate relevant experience addressing social issues and responding to grievances.
  • Demonstrate outstanding ability to communicate in written and spoken English and Kwéyòl.
  • Be competent in the use of word processing software packages, including MS Office.

Preference will be given to residents of Soufriere-Choiseul district who demonstrate they have a working relationship with key stakeholder organizations in the area.

A Consultant will be selected in accordance with the selection of Individual Consultants method set out in the World Bank’s Procurement Regulations for Investment Project Financing Borrowers - November 2020.
