The Government of Saint Lucia has received financing from the Saudi Fund for Development (SFD) toward the   cost of St Jude Hospital Reconstruction Project, and it intends to apply part of the proceeds toward payments under the contract for Consulting Services for the Design and Tender Review, Modifications and Supervision of the project. The objective of the assignment is to carry out detailed design and tender review, modifications, procurement of civil works contractor, supervision and monitoring of physical progress, quality and the financial status of the construction works with the objective to ensure that the works are completed on time, meet the engineering specifications, social, environmental and road standards.

 

The services are expected to cover (twenty-four (24) months) period from the commencement      date. It comprises of, simultaneous review of design, review of the tender dossier, construction supervision period inclusive of three (3) months for project finalization.

 

The civil works consists of site activities such as roads sidewalks, drainage etc. along with reconstruction, refurbishment, reconstruction works to bring several structures and to supply and install required furniture and equipment to bring the medical facility into use.

 

The Department of Economic Development through Project Management Unit (PMU) now invites eligible consultants to indicate their interest in providing the required services. Interested Consultants should provide information demonstrating

 

that they are fully qualified; have required qualifications and relevant experience to perform the consulting services. A margin of Preference of 15% is offered for a joint venture between Saudi and Saint Lucia Firms.

 

The selection criteria of the consultants will be based on the following:

 

  • Organizational structure showing key departments to perform the required design review, quality control and supervision
  • Firm MUST have Experience (12-20) years
  • The candidate has provided services in two to five contracts/projects in supervision of a similar nature (multi-story structure design and supervision including medical facilities), within the last 20 years, where each project execution cost (civil works) MUST worth minimum 4 million US Dollar “with submission of the projects' completion certificates”. Supervision services to have included design
  • The candidate to have at least 12 permanent staff working for the candidate in fields related to the contract (Supervision/Management of Works / Design Review).
  • The average annual turnover of the candidate for last five years (2019,2020, 2021, 2022 and 2023) must be must be at least (0.6-1.5) million USD.

 

Consultants may associate with other firms to form a joint venture or sub consultancy to enhance their qualifications. The Expression of interest must clearly indicate the type of intended association as joint venture or sub consultancy and the lead firm in the Expression of Interest.

A consultant will be selected in accordance with the Quality and Cost Based Selection with the procedures set out in the Guidelines for the Use of Consultants under Saudi Fund for Development Financing. Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e., a joint-venture, intermediate forms of association, or sub consultancy. The Call is open to all companies, however, a margin of preference of 15% is given to Saudi Arabian and Saint Lucian Joint Venture.
