Assignment Title: Consulting Services - Engineer Services for Design Supervision and Certification of Works

Saint Lucia has received financing from the World Bank toward the cost of Unleashing the Blue Economy of the Caribbean (UBEC) and intends to apply part of the proceeds to hiring of an individual consultant to serve as the Civil Engineer for Engineer Services for Design Supervision and Certification of works for the Contingent Emergency Response Component (CERC) under UBEC.
The consulting services (“the Services”) include the following:
The Consultant shall be responsible for providing technical assistance, Design, supervision and certification of the execution of works and as such will exercise the highest professional skills and care to ensure timely completion of the works.
This will require efficient supervision, monitoring and certification of the proposed works to ensure necessary actions are taken during the execution of the works and reporting to Ministry of Finance
The consultancy shall include two phases: Phase 1- Pre-Construction services and Phase 2- Construction and Post-Construction services
Phase 1 - Pre-Construction Services:
- Site visitation and analysis to assess current drainage conditions and identification of culvert replacement/ rehabilitation sites.
- Preparation of detailed designs and technical drawings (for construction) for the culverts and machinery shed, including foundation, structural detailing and ancillary works.
- Preparation of detailed designs and technical drawings (for construction) for the machinery shed, including foundation, structural detailing, architectural detailing and finishing specifications such as garage floor surface.
- Collaboration with relevant stakeholders, local authorities, and construction teams to ensure compliance with regulations and standards.
- Preparation and submission of comprehensive Bills of Quantities (BoQ) for client review and for procurement purposes.
- Assist UBEC with the evaluation of bids by preparing the technical analysis report and the Bid Evaluation Report
Phase 2- Construction and Post-Construction services:
- Carry out technical inspections and supervision of the various activities included in the construction contract in a manner that ensures that the Contractor remains obligated to the timely and qualitative implementation of the works.
- Prepare quality assurance plan in consultation with the contractor, consistent with the conditions of the contract.
- Certify all completed physical works, ensuring quality and standards are maintained before acceptance by the UBEC project.
- Review progress reports and closely monitor work programs submitted by the Contractors to ensure the timely execution of works. The Engineer is also expected to consult with the Contractor to develop “catch up” strategies should there be delays, communicate major setbacks to the UBEC Project Manager as they occur and advise on the legitimacy of any extension of time requests.
- Represent the interest of UBEC project vis-à-vis the contract in any manner related to the construction contracts and the proper execution thereof.
- Prepare in accordance with the works implementation program a comprehensive public relations program to keep all key stakeholders informed prior to and during construction, of the types and duration of disruptions and impacts that may be caused during construction. This should also include but not be limited to advance notice and information on closure of roads, traffic diversions and measures being implemented to minimize the nuisance effects of dust and noise in the specific areas.
- Verify periodic and final payment statements submitted by the contractor and certify the quality and quantity of completed work activities for payment after checking their consistency with the technical specifications, terms of contract and agreed quality assurance plan.
- Examine and make recommendations to UBEC on all claims from the Contractors for extension of time, compensation, work or expenses or other similar matters.
- Review and prepare any necessary variation orders after securing UBEC approval and prepare all relevant amendments to the drawings to suit any modifications to the existing approved works
- Review the breakdown of unit rates and justification submitted by the contractor for the unit price of those work activities that are not included in the original contract (including variation orders) and recommend for the approval of the employer.
- Certify practical completion and issue completion certification to the contractor(s) and prepare and submit a final report on the progress of works, the Contractors’ performance, and quality of works.
- In collaboration with the Safeguard Officers for UBEC, the consultant must inspect the safety aspects of the construction and temporary works to ensure that adequate measures have been taken to protect life and property. Adequate care should also be taken to mitigate negative environmental and social impacts.
- Perform all other tasks not specifically mentioned above but which are necessary and essential to successfully supervise and control all construction activities in accordance with the terms of the works contract
- Services during the Defects Liability Period;
- Inspection of works periodically prior to the expiry of the Contractors defects liability, preparation of a final deficiency list if required; supervision of remedial works and recommendations to the Client, as to the date of the Final inspection of the whole Works.
- Carrying out Substantial Completion Inspection of Works together with the representatives of UBEC
- Preparation and Issuance of the Defects Liability Certificate
- Preparation of the Final Payment Certificate (Final Account)
The engagement is expected to be completed within six (6) months, inclusive of site visits, assessments, design phase, and the submission of deliverables to the client.

The Department of Finance now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (Curriculum Vitae with supporting certified copies of certificates, reference letters to support experience and description of similar assignments, etc.)
Interested Consultants should have the following requisite minimum qualifications and professional experiences listed below for undertaking the assignment.
Qualification Requirements and Evaluation Performance Criteria
- Master’s Degree in Civil/ Structural Engineering or related discipline plus at least 5 years professional working experience with similar works in Saint Lucia and/or the Caribbean region; OR
- Bachelor’s Degree in Civil/ Structural Engineering or related discipline plus at least 10 years professional working experience with similar works in Saint Lucia and/or the Caribbean Region; AND
- Registration as a Professional Engineer (Peng) in Saint Lucia.
- Have undertaken at least one similar assignment in the past five years
Knowledge Skills and abilities
- Ability to communicate effectively in both writing and oral formats;
- Highly transparent and accountable;
- Ability to perform design tasks using computer aided design and software particularly dealing with hydrology, hydraulics and structural detailing of civil works/ building structures;
- Knowledge and experience in preparation and submission of development plans to the Development Control Authority and other requisite agencies; and
- Sound knowledge of environmental issues associated with heavy civil works in fragile ecosystems.
The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s Procurement Regulations: World Bank Procurement Regulations for IPF Borrowers November 2020 (“Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants (IC) method set out in the World Bank’s Procurement Regulations: World Bank Procurement Regulations for IPF Borrowers November 2020 (“Consultant Guidelines”).
