Assignment Title: Consulting Services - Website Developer

Saint Lucia has received financing from the World Bank toward the cost of Unleashing the Blue Economy of the Caribbean (UBEC) and intends to apply part of the proceeds to engage an individual consultant as Website Developer.

The consulting services (“the Services”) include the following:

1. Design and create a webpage dedicated to the UBEC project; whereby users can access information on project activities, stakeholder involvement, project goals and objectives, and interact with the PIU as necessary.
2. Enhance the project’s online presence and outreach through a well designed and functional website

The Website Developer will be directly supervised by the Communications Specialist, who will provide the overall content and guidance on the desired design and structure of the website. The main aim of the UBEC website is to promote knowledge sharing, interaction and collaboration among key stakeholders and to serve as a direct linkage to UBEC’s social media platforms and other relevant webpages.

The Department of Finance now invites eligible firms (“Consultants”) to indicate their interest in providing the Services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (Curriculum Vitae for key experts with supporting certified copies of certificates, reference letters to support experience and description of similar assignments, etc.)

Interested Consultants should have the following requisite minimum qualifications and professional experiences listed below for undertaking the assignment.

Qualification Requirements and Evaluation Performance Criteria

• Demonstrate and provide examples of previous experience in the performance of similar services;
• Be a reputable firm with at least 5 years of prior experience designing visually appealing and navigation-friendly web sites;
• Possess familiarity and relevant experience in using different Content Management Systems (CMS), particularly WordPress;
• Have a broad exposure to current web development technologies and design tools in the field, and new software and other web programming languages and programs including use of HTML, XHTML, CSS, XML, XSLT, Macromedia Flash, Java;
• Possess experience in recent trends in graphic design, web sites, including online video publishing, and social media networking;
• Demonstrate the ability to create innovative and visually appealing design;

The firm must also provide a team of key professional staff with the qualifications and competence needed for the assignment:

• Lead developer: The lead developer is responsible for the overall development process and assures that all code contributed is in line with coding standards.
• The lead developer has extensive experience (at least four (4) years) in programming and CMS development,
• an expert in the below scripting and coding languages and standards: PHP, AJAX, Java Script, HTML (including version 5), CSS (including version 3).
• an expert in the use and configuration of the below applications: Word Press CMS, MySQL Database, Apache web server,
• Experience with other related applications is an advantage.
• an expert in the use and configuration of the below products and techniques: SEO, Google Webmaster tools, Google developer tools, Mobile device adaptation.

• Junior developer: The junior developer supports the lead developer with the overall development process.
• The junior developer has at least 2 years of work experience in programming and CMS development

• Graphic designer: The company will also have on hand a graphic designer with prior experience on designing websites with a solid portfolio of at least 5 years of experience.
• The Consulting Firm may wish to have persons who provide administrative support as part of their team to ensure timely submission of deliverables in the required formats.
• All experts must be independent and free from conflicts of interest in the responsibilities they take on.

The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s Procurement Regulations: World Bank Procurement Regulations for IPF Borrowers November 2020 (“Guidelines”), setting forth the World Bank’s policy on conflict of interest.  

A Consultant will be selected in accordance with the Individual Consultants (IC) method set out in the World Bank’s   Procurement Regulations: World Bank Procurement Regulations for IPF Borrowers November 2020 (“Consultant Guidelines”).
