Saint Lucia has secured funding from the World Bank to cover the costs associated with the Caribbean Efficient and Green Energy Building (CEGEB) Project, and intends to allocate a portion of these funds toward consultancy services.

The primary objective of these consulting services ("the Services") is to guarantee that all project operations are executed in full compliance with the World Bank's Environmental and Social Framework, its Environmental, Health, and Safety Guidelines, domestic legislation, and all established Project E&S documentation (including the ESMF, SEP, LMP, and ESCP).

The selected Community Liaison Officer will be contracted on a full-time basis, with duties projected to begin by September 2026.

The Ministry of Physical Development and Public Utilities hereby invites qualified individual consultants ("Consultants") to formally express their interest in delivering these Services. Applicants must supply documentation proving they possess the necessary qualifications and practical experience required for this role (please enclose a cover letter along with a curriculum vitae detailing past experience in comparable assignments, similar environments, etc.).

Academic, Experience, Knowledge, Skills, and Abilities Requirements

The criteria for evaluating and selecting the Consultant are as follows:

  • Hold at least a Bachelor of Science (BSc) degree in social sciences, community development, development studies, or a closely related field;
  • Possess a minimum of three to five (3–5) years of relevant professional experience collaborating with varied demographics in urban and/or rural settings, specifically focusing on community development, public outreach, stakeholder engagement, dispute resolution, conflict-sensitive communication, or participatory social research;
  • Exhibit proven experience in managing social issues and addressing community grievances;
  • Demonstrate strong capacity and knowledge in designing and executing outreach, public awareness, stakeholder consultation, and capacity-building initiatives for state entities, non-governmental organizations, contractors, and local communities;
  • Prior experience working within Saint Lucia or the broader Caribbean region will be considered an advantage;
  • Previous experience working on projects funded by international donors, particularly regarding familiarity with stakeholder engagement protocols and grievance tracking, will be considered an asset;
  • Display an exceptional command of both written and spoken English as well as Kwéyòl;
  • Maintain proficiency in standard word processing applications, specifically the Microsoft Office suite.
