Saint Lucia has received financing from the World Bank toward the cost of the Resilient Renewable Energy Infrastructure Investment Facility and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) are to ensure the effective, timely, and coordinated implementation of the RREIIF Project in accordance with the Project Development Objective, approved project plans, the Project Operations Manual, and World Bank requirements. The Project Manager will lead the planning, coordination, execution, monitoring, and reporting of project activities; manage and coordinate the National PIU and key internal and external stakeholders, including the World Bank, Regional Coordination Unit, government agencies, utilities, consultants, contractors, and other project partners; oversee the preparation and implementation of work plans, budgets, procurement plans, contracts, and technical activities; monitor project performance, risks, safeguards, and achievement of project indicators; and ensure timely reporting, issue resolution, and delivery of project outputs in accordance with applicable Government of Saint Lucia and World Bank policies, procedures, and fiduciary requirements.

The Project Manager will be engaged on a full-time basis and is expected to commence service by November 2026.

QUALIFICATIONS AND EXPERIENCE

The Project Manager is expected to meet the following requirements:
• Have at least an MSc in Engineering, Electrical Engineering, Mechanical Engineering, Power Systems Engineering, Renewable Energy, Project Management, Business Management, Infrastructure Management, or other related field from a recognized university;
• Minimum ten (10) years of professional experience in infrastructure, energy, utilities, construction, or development projects, preferably within the Caribbean region;
• Minimum seven (7) years of progressively responsible experience in project management involving infrastructure, utility, energy, or construction-related projects;
• Demonstrated experience with the implementation of Renewable Energy projects;
• Demonstrated experience managing complex infrastructure projects involving multiple stakeholders, contractors, consultants, and government institutions;
• Experience implementing donor-funded projects, such as those financed by the World Bank,
Caribbean Development Bank, United Nations, or other international development partners;
• Experience in the management of infrastructure projects involving transmission and
distribution systems, substations, renewable energy systems, battery energy storage systems,
or similar infrastructure would be an asset;
• Experience with implementing or monitoring environmental and social safeguards,
occupational health and safety requirements, or environmental compliance measures
(desirable);
• Experience with or working knowledge of financial management, procurement procedures,
contract management, and reporting requirements associated with donor-funded projects
(desirable);
• Demonstrated knowledge of project planning, budgeting, monitoring and evaluation, risk
management, and contract administration;
• High professional and personal integrity; demonstrated track record of accountability,
including in complex project management situations involving multiple stakeholders;
• Strong leadership and management skills, including the ability to supervise multidisciplinary
teams and coordinate across institutions;
• Excellent communication, negotiation, and interpersonal skills;
• Ability to collaborate effectively with diverse stakeholders, including government agencies,
utilities, contractors, development partners, and communities;
• Ability to work both independently and collaboratively within multidisciplinary teams;
• Strong organizational skills and demonstrated ability to concurrently manage multiple
assignments and competing priorities;
• Demonstrate outstanding ability to communicate effectively in written and spoken English
• Be competent in the use of standard office productivity software packages, including
Microsoft Office Suite and project management software applications.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World
Bank’s Procurement Regulations for IPF Borrowers -July 2023 (“the Regulations”), setting forth
the World Bank’s policy on conflict of interest.
