To All Eligible Bidders:
1. The Government of Saint Lucia has received financing from the World Bank toward the cost of the Saint Lucia Urban Resilient Flood Investment (SURF-IN) Project and intends to apply part of the proceeds toward payments under the contract for Procurement of Equipment for the Castries City Council (CCC).
2. Ministry of Economic Development and Youth Economy now invites Bids from eligible Bidders for “Procurement of Equipment for the Castries City Council (CCC)” to be installed at the Castries City Council, Saint Lucia.
3. Bidding will be conducted through competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

5. The bidding document in English may be requested by interested Bidders upon the submission of a written application send via the Government of St. Lucia Procurement Portal ( https://in-tendhost.co.uk/goslprocurement ). The document will be sent by PDF email.
6. Bids must be submitted electronically to https://in-tendhost.co.uk/goslprocurement on or before November 18, 2026 at 9:30am. Late Bids will be rejected.
Bids will be publicly opened via the eGP on November 18, 2026. A link to join the virtual bid opening session can be provided upon request at the address below.
7. All Bids must be accompanied by a Bid-Securing Declaration.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
