REQUEST FOR EXPRESSIONS OF INTEREST

SAINT LUCIA OECS REGIONAL TOURISM COMPETITIVENESS PROJECT IDA Credit #6000-LC Assignment Title: Monitoring and Evaluation Consultant

Saint Lucia has received financing from the World Bank toward the cost of OECS Regional Tourism Competitiveness Project (ORTCP) and intends to apply part of the proceeds for hiring of consulting services to serve as Monitoring and Evaluation Consultant.

The consulting services (“the Services”) include developing of the mechanisms for monitoring and evaluation that will be used to capture baseline information for the three (3) critical project activity sites earmarked for touristic development. The services will also include:

• Conducting High Level Consultations;

• Tourism Product Survey

• Developing a three-phase survey methodology;

• Preparing final survey instruments to run the survey effectively;

• Developing and implementing open training for ICT partners, private sector participating businesses and entrepreneurs in survey skills and data analysis processes;

• Administering the three-phase survey 3 times over the remaining project life and implementing all survey processes including data collection, data processing and cleaning, data analysis and report preparation;

• Preparing reports with the results of the survey in line with needs and requests of the Ministry of Tourism, Investment, Creative Industries, Culture and Information (MoTICCI) and Saint Lucia Tourism Authority (SLTA)

The Ministry of Tourism, Investment, Creative Industries, Culture and Information now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (Curriculum Vitae, description of similar assignments, etc).

Interested Consultants should have the following requisite minimum qualifications and professional experiences listed below for undertaking the assignment.


The successful firm should meet the following key qualification criteria:

a. Firm has an established record of designing and conducting quantitative research and primary data collection, with a preference for individuals/firms with experience in implementing ongoing, online surveys; b. Individual/Firm has an established record of managing and implementing projects remotely with the public sector; c. Individual/Firm has experience in tourism research, small and microbusiness research, quantitative research, project management; d. Strong understanding of the TOR and practical approach proposed to meet TOR requirements in a timely and cost-effective manner; e. The individual/firm has strong references and proof of execution from similar projects; and f. The individual/firm is willing to work to build the capacity of local partners to deliver visitor data solutions so the program management can be transitioned after one year.
The proposal should stipulate an initial methodology for implementing the survey including sampling methodology and targets; training program outline; data collection systems; data cleaning, processing, and weighting methodologies; and ideas on results reporting and dissemination. This includes:

a. Note how methodology selected affects response rates, accuracy of information, costs, and ability to gather data from target market segments; b. Outlining of software to be used for data collection, data analysis, and data storage with an emphasis on cost efficiencies and security; c. Sample questionnaires can be included with the proposal; d. Workplan with timeline for implementation; and e. Identification of risks and respective mitigation tactics, including how to deal with coverage and response bias.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 Revised July 2014 (“Guidelines”), setting forth the World Bank’s policy on conflict of interest.
