Assignment Title: Consulting Services - Project Liaison Officer (Fisheries)

Saint Lucia has received financing from the World Bank toward the cost of Unleashing the Blue Economy of the Caribbean (UBEC) and intends to apply part of the proceeds to hiring of an individual consultant to serve as the Project Liaison Officer for Department of Fisheries.
The consulting services (“the Services”) include the following:
- Oversee and coordinate the implementation of the Fisheries Component of the UBEC project
- Contribute to, oversee and coordinate the timely preparation of technical specifications and early delivery of fisheries goods and services procured for the UBEC project and through use of the Crisis Response Window (CRW) resources.
- Maintain on-going communications with the PIU, the Department of Fisheries and other stakeholders as required.
- Bring to the project manager's attention, implementation issues requiring their intervention or decision.
- Evaluate project progress with the aim of identifying and communicating and/or escalating risks to senior management of the Department of Fisheries and the Project Manager.
The Project Liaison Officer will be engaged on a full-time basis for a period of one year in the first instance; renewable annually subject to satisfactory performance

The Department of Finance now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (Curriculum Vitae with supporting certified copies of certificates, reference letters to support experience and description of similar assignments, etc.)
Interested Consultants should have the following requisite minimum qualifications and professional experiences listed below for undertaking the assignment.
Qualification Requirements and Evaluation Performance Criteria
A Master’s degree that relates to Marine, Environmental or Fisheries or Natural Resources Management or related field. And at least 3 years’ experience working with communities to implement related projects. Or at least a Bachelor’s degree in a related field with more than 5 years’ experience in working in Marine, Environmental or Fisheries or Natural Resources Management or related field
Professional experience includes:
- Fisheries sector development, planning, and/or policy;
- Strategy development and implementation at the regional, national or subnational level;
- Advising or working directly with the public and private sector in fisheries management/ development and/or investments; and
- Proven track record of project management and project team experience working with government including work plan creation and management.
Experience:
- Demonstrated experience of a minimum of three (3) years in fisheries performance management or project management;
- Experience in presentation to policy makers on fisheries performance and policy.
- Demonstrated experience in fisheries strategic planning and management.
- Demonstrated experience with management of multidisciplinary programs.
- Experience in preparation of Terms of Reference (TOR) related to Marine/Fisheries activities
Specific knowledge required to start
- Sound policy understanding of the fisheries industry and national development strategic plan for Saint Lucia
- Proven knowledge on marine and fisheries management and ecology issues facing Saint Lucia and the Wider Caribbean Region including sustainable fisheries, and other scientific and technical information required for performance of the job.
- Detailed knowledge of the Fisheries Act and Regulations both within and outside of work settings
- Report preparation
- Project management
- Working knowledge of Microsoft office including Word, Excel, Power Point and Microsoft Project. Previous experience working with Donor-financed projects and the Government of Saint Lucia.
- Proven knowledge of and understanding of and the effective application of Civil Service Rules and Regulations.
- Excellent knowledge of English with fluency in reading, preparation of technical reports and general writing.
- Ability to communicate in creole would be an asset

A Consultant will be selected in accordance with the Individual Consultants (IC) method set out in the World Bank’s Procurement Regulations: World Bank Procurement Regulations for IPF Borrowers November 2020 (“Consultant Guidelines”).
