- The Government of Saint Lucia has received financing from the World Bank toward the cost of the OECS Regional Health Project, and intends to apply part of the proceeds toward payments under the contract for SMART Rehabilitation of the Laguerre, Grande Riviere and Fond St. Jacques Wellness Centres.
- The Ministry of Health, Wellness and Elderly Affairs now invites sealed Bids from eligible Bidders for:
Lot 1: SMART Rehabilitation of Laguerre Wellness Centre
Lot 2: SMART Rehabilitation of Grande Riviere Wellness Centre and
Lot 3: SMART Rehabilitation of Fond St. Jacques Wellness Centre
to improve its functionality, structural soundness and make the facilities greener.
Bidders may Bid for one or several lots, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
The works at each wellness centre include installation of a new ramp, demolition and reconstruction of a pad for housing water tanks, installation of a standby generator, construction of a new generator housing, roof and ceiling repairs, replacement of exterior and interior doors, rewiring of the electrical, installing of smoke detectors and communication systems in the building including the installation of energy-efficient luminaires, reconfiguration of internal partitions to improve functionality, improvements to HVAC and replacement of bathroom, fixtures, inclusion of disabled washroom and domestic water distribution, repairing and where needed replacement of fencing.
The wellness centres are located in:
- Lot 1: Laguerre, a farming community in the Quarter of Babonneau, Northern Community in North-East Quarter of Saint Lucia
- Lot 2: Grande Riviere, a community in the Quarter of Gros Islet, Northern Community of Saint Lucia.
- Lot 3: Fond St. Jacques, a farming community in the Quarter of Soufriere, Community within the Forested area of Soufriere, part of the much-visited sites in Saint Lucia.
The rehabilitation works for each facility are expected to be completed within five (5) months.
Applicants are expected to meet the following, among others, key qualification requirements:
- Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last five (5) years, starting 1st January 2019.
- A minimum number of similar contracts specified below that have been satisfactorily and substantially completed in capacity of prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2016 and the bid submission deadline:
- Minimum requirements for combined contract(s) shall be the aggregate requirements for each contract for which the Bidder has bid for as follows, and N1, N2 and N3 shall be different contracts:
- Lot 1: N1 = 2 contracts, each of minimum value V1 = XCD460,000;
- Lot 2: N2 = 2 contracts, each of minimum value V2 = XCD460,000; and
- Lot 3: N3 = 2 contracts, each of minimum value V3 = XCD460,000.
or
- Lot 1: N1 = 2 contracts, each of minimum value V1 = XCD460,000; or number of contracts less than or equal to N1, each of minimum value V1, but with total value of all contracts equal or more than N1 x V1 = XCD920,000;
- Lot 2: N2 = 2 contracts, each of minimum value V2 = XCD460,000; or number of contracts less than or equal to N2, each of minimum value V2, but with total value of all contracts equal or more than N2 x V2 = XCD920,000;
- Lot 3: N3 = 2 contracts, each of minimum value V3 = XCD460,000; or number of contracts less than or equal to N3, each of minimum value V3, but with total value of all contracts equal or more than N3 x V3 = XCD920,000;
or
- Subject to compliance as per (ii) above with respect to minimum value of single contract for each lot, total number of contracts is equal or less than N1 + N2 + N3 but the total value of all such contracts is equal or more than N1 x V1 + N2 x V2 + N3 x V3 = XCD2,760,000.
- access to, or availability of, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as follows for the subject contracts net of the Bidder’s other commitments:
- Lot 1: XCD285,000
- Lot 2: XCD285,000
- Lot 3: XCD285,000
- Multiple Contracts: The construction cash flow requirements for multiple lots are calculated as total of the values set up above for individual lots.
- Minimum average annual construction turnover as specified below, calculated as total certified payments received for contracts in progress and/or completed for the best three (3) years within the last five (5) years, divided by three (3) years:
- Lot 1: XCD690,000
- Lot 2: XCD690,000
- Lot 3: XCD690,000
- Multiple Contracts: The minimum average annual construction turnover for multiple lots is calculated as total of the values set up above for individual lots.
- For the above and any other contracts (substantially completed and under implementation) as prime contractor, joint venture member, or sub-contractor between 1st January 2016 and bid submission deadline, a minimum construction experience in the following key activities successfully completed for retrofitting of health, education and social centres and hotels of similar size in any 12 months within the specified period:
- demolition and reconfiguration of internal partition
- HVAC improvement
- rewiring of electrical systems and installation of energy-efficient luminaires
- installation of generator of at least 16.5 kW
- replacement of bathroom fixtures.
These requirements apply to any or all lots or any combination of lots.
- experience in managing ES risks and impacts in the following aspects for contracts (substantially completed and under implementation) as prime contractor, joint venture member, or Subcontractor between 1st January 2016 and bid submission deadline:
- traffic management
- occupational health and safety
- exposure to biological hazards
- SGBV
These requirements apply to any or all lots or any combination of lots.
- Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
