Assignment Title: Life Cycle Maintenance Plans - Fisheries Infrastructures

Saint Lucia has received financing from the World Bank toward the cost of the Unleashing the Blue Economy of the Caribbean (UBEC) project and intends to apply part of the proceeds to hire an Individual Consultant to prepare Life Cycle Maintenance Plans for Fisheries Infrastructures under UBEC.

Objective of the Assignment

The overall objective of this consultancy is to develop life cycle maintenance plans and a sustainable financing strategy for fisheries infrastructures in Saint Lucia. Specifically:

  • Draft a life cycle maintenance plan (LCMP) and sustainable financing strategy for the Soufriere Fish Landing Facility and the Choiseul Fish Landing Facility.
  • Conduct site inspections of four fish landing facilities and draft an LCMP inclusive of a financing strategy and required budget.
  • Incorporate infrastructure and equipment requirements, planned restorations, and environmental daily exposure conditions.

Duration: The engagement is expected to be completed within four (4) months.

Qualification Requirements

Consultants must provide information demonstrating the required qualifications and relevant experience.

Education (Minimum: Bachelor's Degree)

  • Civil Engineering (Coastal, Structural, or Infrastructure)
  • Marine, Coastal, or Ocean Engineering
  • Infrastructure Engineering / Asset Management
  • Environmental Engineering (Infrastructure focus)

Postgraduate Qualifications in Asset Management, Coastal/Marine Engineering, or Sustainable Infrastructure are highly desirable.

Experience (Minimum 5 Years)

  • Infrastructure assessment or port/landing facilities.
  • Civil, structural, or marine engineering.
  • Small-scale and industrial fisheries operations.
  • Biosecurity and hygiene requirements.
  • Life cycle cost analysis (LCCA) and ISO 55000 Asset Management systems.
  • Integrating climate resilience and sustainability into maintenance plans.

Submission Details

A Consultant will be selected in accordance with the Individual Consultants (IC) method set out in the World Bank’s Procurement Regulations (November 2020).
