Assignment Title: Expression of Interest – Consultancy to Conduct a Participatory Needs Assessment and Develop an Implementation Framework for the Project 'Enhancing the Climate Resilience of Women in Underserved Communities in Saint Lucia.

The Government of Saint Lucia, through the Ministry of Economic Development and Youth Economy, is implementing the project "Enhancing the Climate Resilience of Women in Underserved Communities in Saint Lucia" with financial support from the Organization of American States (OAS).

The project seeks to strengthen the resilience, leadership capacity, and economic empowerment of women in underserved communities by promoting climate-resilient livelihoods, entrepreneurship, mentorship, networking, and capacity-building opportunities. Through targeted interventions, the project aims to enhance the adaptive capacity of women while supporting more resilient and inclusive community development.

To ensure that project interventions are evidence-based, responsive to community needs, and aligned with local priorities, the Department of Economic Development and Youth Economy intends to engage an Individual Consultant to undertake a participatory needs assessment and develop an implementation framework to guide project delivery.

The consultancy will identify priority livelihood opportunities, climate resilience needs, capacity gaps, and implementation priorities that will inform participant selection, training programmes, mentorship initiatives, networking activities, enterprise development support, and the effective implementation of project activities.

The scope of work, expected deliverables, duration of the assignment, reporting arrangements, and required qualifications are outlined in the detailed Terms of Reference. The Consultant will, among other responsibilities:

  1. Prepare an Inception Report outlining the proposed methodology, stakeholder engagement approach, work plan, implementation schedule, and quality assurance measures.
  2. Conduct stakeholder consultations, community engagement activities, focus group discussions, interviews, surveys, and other participatory data collection exercises.
  3. Undertake a stakeholder mapping and participatory needs assessment to identify climate resilience challenges, livelihood opportunities, entrepreneurship potential, leadership and capacity-building needs, and barriers affecting women in underserved communities.
  4. Identify and prioritize target communities based on socio-economic conditions, climate-related vulnerabilities, livelihood opportunities, and potential project impact.
  5. Develop recommendations for participant targeting, beneficiary selection, training priorities, mentorship and networking arrangements, stakeholder engagement, and implementation sequencing.
  6. Organize and facilitate a stakeholder validation workshop to present and validate the assessment findings and proposed recommendations.
  7. Prepare an Implementation Design, Participant Selection Framework and Recommendations Report, including practical implementation tools, templates, and beneficiary selection mechanisms.
  8. Prepare a Final Assignment Report consolidating the activities undertaken, findings, recommendations, lessons learned, operational tools, and supporting documentation.

The consultancy shall be completed over a period of ten (10) weeks from the date of contract commencement.

The Ministry of Economic Development and Youth Economy now invites eligible Individual Consultants ("Consultants") to indicate their interest in providing the required services. Interested Consultants should submit information demonstrating that they possess the qualifications and relevant experience necessary to undertake the assignment, including a detailed Curriculum Vitae, certified copies of academic qualifications, a summary of similar assignments completed, and professional references.

Qualifications and Experience

Interested Consultants should possess the following minimum qualifications and professional experience:

Mandatory Requirements

  • A minimum of a Bachelor's Degree (Master's Degree preferred) in Social Sciences, Community Development, Gender Studies, Economics, Climate Change, Sustainable Development, or a related discipline;
  • At least five (5) years of demonstrated professional experience in conducting needs assessments, stakeholder consultations, community-based research, programme design, or related assignments;
  • Demonstrated experience working on projects related to women's empowerment, livelihoods, entrepreneurship development, climate resilience, community development, or social inclusion;
  • Proven experience facilitating stakeholder consultations, focus group discussions, participatory engagement processes, and community engagement activities;
  • Strong analytical, facilitation, communication, and report-writing skills;
  • Excellent command of written and spoken English.

Experience working in Saint Lucia or the wider Caribbean region will be considered an asset.

Interested Consultants shall submit:

  • A Cover Letter expressing interest in the assignment;
  • A detailed Curriculum Vitae;
  • Certified copies of relevant academic and professional qualifications;
  • Contact information for at least two (2) professional references; and
  • A summary of similar assignments undertaken during the past five (5) years.

The Consultant will be selected using the Individual Consultant Selection (ICS) method in accordance with the applicable procurement procedures of the Organization of American States (OAS) and the Government of Saint Lucia.

Consultants are required to disclose any actual, perceived, or potential conflict of interest that may arise during the procurement process or execution of the assignment.
