The firm will support the Central Statistical Office (CSO) and the Ministry of Equity, Social Justice and Empowerment in processing, validating and analysing survey data, preparing dissemination-ready statistical reports and strengthening counterpart capacity. The services comprise:
• Data processing and quality assurance: Review survey instruments, methodologies and classifications; clean, edit, impute and validate data; assess completeness and consistency; and produce metadata, documented procedures and reproducible analytical files.

• Consumer Price Index (CPI) modernisation: Review the current compilation framework; map household expenditure to COICOP 2018; derive and update expenditure weights; develop the updated CPI framework and calculation tools; test and link the new and existing series; and prepare an implementation roadmap.
• Labour market analysis: Analyse two available quarters of the OECS Harmonised Labour Force Survey (HLFS) using International Labour Organization (ILO) and applicable International Conference of Labour Statisticians (ICLS) standards; produce labour market indicators; assess comparability with the existing survey and potential breaks in time series; and provide linking guidance where applicable.
• Reporting and knowledge transfer: Prepare draft and final poverty, CPI and HLFS products; present findings for stakeholder validation; develop dissemination materials and website-ready indicators; and provide training and documented knowledge transfer.
Principal outputs include an inception report, data quality assessments, cleaned and validated datasets and technical documentation, HBS-CPI mapping and weighting files, report outlines, CPI testing and linking results, final poverty and HLFS reports, an updated CPI framework and implementation roadmap, and a capacity-building report.
Duration: Seven (7) months from contract signature. Tentative commencement: December 2026. The firm will work under the Director of Statistics or designate for the HBS and HLFS, and the Ministry of Equity technical lead for the SLC. The detailed TOR accompanies this notice.
