The Government of Saint Lucia, through the Ministry of Economic Development and Youth Economy, is implementing the World Bank financed OECS Data for Decision Making Project and intends to apply part of the proceeds to consulting services for the above assignment.

Objective and scope of the assignment
The consultancy will support the Central Statistical Office (CSO) in reviewing and validating the 2022 Enterprise Census data, conducting statistical analysis, and preparing a comprehensive analytical report. The report will describe Saint Lucia’s business sector, identify policy-relevant findings and, where comparability permits, examine changes since the 2009 Enterprise Census.
The Consultant will undertake the following principal activities:

• Review the census methodology, metadata and microdata; assess data quality and work with CSO staff to resolve or document issues; develop an analytical framework, report outline and detailed tabulation and analysis plan.

• Analyse enterprise characteristics, economic activity, industry, size, ownership, geographic distribution and employment, including employment by sex; produce thematic tables and cross-tabulations using the final dataset approved by the CSO.

• Use relevant official statistical and administrative sources where appropriate, documenting differences in coverage, concepts, reference periods and classifications.

• Prepare statistical tables, charts, maps and other visualisations in accordance with CSO publication standards; draft the analytical report with findings, policy implications and recommendations.

• Present preliminary findings, support technical and stakeholder validation, address agreed comments, and deliver the final report, presentations, analytical outputs and technical documentation, including reproducible syntax or code.

Duration and working arrangements
The assignment is for five (5) months, with a tentative commencement in December 2026. It may be undertaken primarily remotely, with virtual and/or face-to-face meetings, technical sessions, presentations and consultations as required. The Consultant will work under the overall supervision of the Director of the CSO and in collaboration with the designated technical focal point and subject-matter specialists.

The Consultant must comply with applicable statistical confidentiality, data protection and CSO security requirements, including any required oath of secrecy or confidentiality undertaking.

Principal deliverables
Inception report and analytical work plan within two weeks; data review, validation and tabulation plan by month 1; preliminary tables and visualisations by month 2; draft analytical report by month 3; stakeholder presentation and validation during month 4; and final analytical report and data and
technical documentation package by month 5. The full Terms of Reference provide the detailed requirements.
