National Authorising Office

The European Development Fund Programme Monitoring and Co-ordination Unit (EDF/PMCU) is a European Union (EU) fund initiative within the Office of the Prime Minister.  The PMCU falls directly under the operational responsibility of the National Authorising Officer (NAO) for the EDF.  The overall objective of the work programme is to ensure the efficient and optimal utilization of EU development assistance in support of national development goals and objectives.

In light of the additional European Union (EU) funding that will become available in 2001 and beyond - in particular the Special Framework of Assistance (SFA) Funding, existing balances under the current Lome arrangements particularly STABEX and NIP funds, and new allocations under the Cotonou Agreement - it is advisable that the Government of Saint Lucia strengthens existing local capacity to administer the European Union funding.

The strengthening of the support services to the National Authorising Office will directly and positively impact on the Government of Saint Lucia's (GOSL) ability to achieve the respectively performance targets of the various EU financing instruments, by supporting the process of planning implementation, co-ordination and disbursement of EU funding.

The project will deliver the following results:

  • A better co-ordinated and more effectively managed EU Development Co-operation programme in Saint Lucia;
  • EU funded projects implemented successfully and according to projected time frames and cost estimates;
  • Greater assurance of guaranteeing Saint Lucia's access to the successive tranches of new funding under the Post -Lome΄ arrangements;
  • Greater leverage for obtaining additional and new EU resources;
  • Effective and efficient accounting for all EU projects and financing instruments;
  • Greater openness, transparency and visibility regarding the utilization of EU funding
  • An effective and efficient administration of all EU matters.
